Technically, yes (well, pragmatically, yes).
However, if you want that retro late-80s-early-90s charm for your Megadrive, I think you have to use RF. True, the quality is objectively worse, but it's how I remember those consoles looking.
Everything Saturn-onwards though, I prefer the likes of SCART.
