I ve recently seen a lot PC Engine Duo,s and briefcase setups with knackered cd rom drives on fleabay. Are these hard to fix ? does anyone know anybody who repairs em at a reasonable cost ( other than Raven games ). Or am I just deluding myself and should just splash out on something that works as God intended in the first place.

Spare PCE CD parts can be easily found on eBay too, but I don't really know if they are different than any other optical unit out there. Repairing them shouldn't be too hard, you probably need to open the console, locate the data cable, remove it and swap the CD-ROM, but I never opened a DUO myself. Anyone capable of modding a console will surely able to fix it at a reasonable price.
