Super Famicom cart: which side up for the PCB?

So, I've bought Hagane back when I was in Japan, but upon inserting the cart on the SFC all I get is a black screen. Contacts are a bit dirty so I've just got myself some cleaning solution for electric contacts, I've opened the cart and...found the chips facing back.
Is this normal? I've always thought chips should face forward, and all other carts I've checked are like that.
I still need to clean Hagane, but is there any chance that the contacts/chips could have been damaged when I first tried to turn to game on?

On a SFC cart the chip is against the back of the board. That is normal. So opening a SFC game from the front should show only the PCB.

A bit of ultrafine sanding paper, some cleaning solution, and the cart is back in the land of the working
