    In theory, they can - this has happened before. However, right now, parties are under a lot of pressure after elections to form majority coalitions rather than go into "minority government", because they're trying to preserve the status quo of having one big party which is universally "in charge".

    From what I understand, under a proportional system, it would make a clear majority rare, and parties would be less likely to go into coalitions. It's supposed to affect the ethos behind how parties work.

      We tend to end up with a lot of coalition governments here. Our system is similar to yours in a lot of ways (the regioning and need to get a majority or form a coalition) but the difference comes in the votes for the MPs themselves. Instead of just picking your favourite, you number them in order of preference and can and probably should number them all. In a constituency, all the number 1 votes are counted to see if there is a clear majority (and I can't remember how many they have to get but it's a lot). If there isn't, which is often the case, the number 2 votes are then counted and it they check again and so on. The idea is that, in a split vote, just because the winner has the most votes doesn't mean he or she will get in because everyone else could hate that candidate - that leads to divisions. But because your second and third choices will come into play, even if you didn't get your favourite in, there is still a good chance that you're going to be okay with who does get in. So it effectively builds in compromise into the system.

      From there, things work in a very similar way.

              Nope, their enduring popularity so far shows they'd recover but it's a dark reflection of where Boris's head is at regarding how he would play Brexit out. It's so stupid that the pause button has been pressed on Brexit for all this nonsense. Given any new PM has no mandate for any action themselves a second ref should be a default outcome.

                We'll all be dead in 30 years according to a new report, so we should probably forget about Brexit and get on to more urgent things like castrating all males so that the population massively decreases.

                    Can you imagine if that 2050 timeframe was correct? It'd be a 30 year run of obscene decadent living from mankind. Obesity crisis? No longer and issue. Global Warming? Solved within our lifetime because the causal species will be gone soon so go on roadtrips through Europe in your 1980's diesels.

                    One of the most harmful aspects of the environment debate is 'shock doomsday dates'. They're intended to spur action but all they do is arm deniers with examples of false doomsaying which slows progress.

                          No, no except. If someone has made it this far and doesn't believe it, there is no changing their minds. We'd be wasting our time pitching to morons. You don't sell to those who aren't buying. Trump isn't buying. You can be nice to deniers so they're smiling when we're all living a fiery hell or you can abandon them as the lost cause they are and hope instead to support those who might actually make a difference. Don't pitch to the morons.
