Nearest is Loco-Motion, wasn't the Sega game as it was completely top down.
Looks very similar to Loco-Motion with the semi-circular sections around the edge of the playing area, yep that part is spot on.
The gameplay elements ring a bell with a speed-up slow down control, though don't remember having to go to to special stations it was more of a 'move the train from A-B' also don't remember the tune, since it was in a pub from what I can remember the sound was very low/off.
The were no specific instructions on the machine however so could well have missed that part...
The yellow track on blue screen is a very vivid memory though, so unless it wasn't a variant of Loco-Motion perhaps a clone? Anyway thanks for the responses I think we are more or less there.
Cheers.

This one has been eluding me for years...
Spectrum game where you could select between different characters to solve puzzles, a bit like in The Lost Vikings. The characters pretty much embodied national stereotypes. The frenchman had a unicycle, the englishman (named Forstryke Smith, or something like that) had a cricket bat, etc. I seem to remember one of the characters had some sort of contraption that allowed him to clumsily fly.
