Probably a silly question but are points cards region locked??

I've never used them before as I normally just buy my points through the Live store.

They're locked but only to the region of the Live account, not the console.

i.e. I have a JPN machine and have both UK and JPN live accounts. UK points card like this will only work on UK live account.
