Japanese wife says that is Chinese and it looks like it says it can be put in the microwave and the maker's name. She thinks - not sure. Doesn't mention dishwasher. You need a Chinese reader to be sure.

My friend says it means Microwave safe and it also displays the town where it was made. (As Tomato said)

Made in a chinese town famous for it's China apparently.
