Sonic 3, Sonic & knuckles - Pal optimised?

Could someone please tell me if these 2 games are pal optimised?

I.e. were the pal 50hz carts made to run faster?

I'm planning on playing them at 60 hz on my modded mega drive.

I know that optimised games dont run correctly if forced into 60hz and run too fast. So trying to dodge that.

Sonic 3 is optimised but Sonic and Knuckles isn't. Sonic 3 locked on to S&K isn't optimised either.
