Android: Cursor position selector?

Hi all,

I saw on a Friend's Samsung Android phone they had a little tool that you could drag to place the cursor where you want it in a sentence.

My fingers are too fact for this task on my phone. Can you download such a thing as an app? If so, what do you call it?
