I always felt underwhelmed by S&K, as mentioned above it feels like cut content. Every part of it feels lesser than 3, from level design to appearance to music.

The Kill Bill comparison works as well because whilst they go together, KB2 is also vastly inferior to KB1

Maybe; but I guess it's no different comparing any set of things where one can't exist without the other. Most see KB2 as worse than 1 (personally I like them equally) but I don't think there are many who would prefer KB2 didn't exist, because they're two halves of a whole.
