Oooh, finally three great ones there for me from this year.

Syphon Filter 2 (and its whole series) is dismissed by some as a weaker, western Metal Gear Solid, and in many ways it is. But as the game is over-the-shoulder third-person, I've always found that a bit reductionist, and of the series, the second game is the best (one of the PSP games was also up there). It's kinda interesting; something I learned years ago is that many people thought this series became Splinter Cell, due to them having many similarities and due to Syphon Filter coming to a close around the time Splinter Cell took off. And whereas MGS at the time felt like you were playing a good-bad action movie, like The Rock, Syphon Filter felt more like you were playing a bad-good action movie, like Mission Impossible 2 or Face/Off.

Plus, it has a banger of an opening theme

So good that they made it for the first game, and just used it in the subsequent games without changes.

Tokyo Xtreme Racer 2, sure I don't need to qualify that here. Admittedly very similar to the first one, just better in most ways.

Finally, Vagrant Story. I both love and hate this game. I've gotten ~15 hours into it twice, and started numerous other times over the years, and yet I've never finished it. I really need to; like this is something which still bugs me many years later but I would assert that Vagrant Story is one of, if not the, best looking games on the PS1.

To qualify that a bit, I mean it because the game is entirely 3D. No CGI cutscenes (apart from a little one on the title screen); like Metal Gear Solid, everything is done in real-time, in the engine - and honestly, the game represents many peaks for the PS1. Character models being ruthlessly efficient in their design, with distinct silhouettes sharp, clean lines with low-res textures that still convey who they are. Environments with baked-in lighting that just look great; some areas are bathed in this afternoon-sun look which is pretty incredible for the PS1. Even things like the VFX look great.

Thief II starts off great but it lets itself down as you progress the story.

THPS 2 just builds on the first game in every way. The demo alone kept me entertained for hours.

How can people not be voting for Vampire: The Masquerade - Redemption? It's the greatest Vampire game ever made

Never made it far enough into Vagrant Story to really give it its dues, but Tony Hawk 2? Come on. That's one hell of a game.
