Yeah, it's a restriction on Microsoft's part on 360. You can self publish on both next gen consoles though.

The problem here is that a small Japanese company would need to buy the localised code back (I assume) then set up all the necessary business work to release outside of Japan.

Raiden Trad for the Megadrive is pretty good and I think retroarch should handle it ok on your Xperia.

So I finally got to play all the Raiden Fighters Aces downloaded MAME and then downloaded all the Raiden Fighters games for it work perfectly and works with a 360 pad for that 360 feel. :P

Least Raiden IV is coming out on PS3.
