This is difficult to answer as there are legitimately a few good ones. However if I have to commit I'll say The King of Fighters titles. They are pound-for-pound some of the best fighters going with very few missteps (the Maximum Impact games aside as they changed the way you do combos and didn't know what spacing was as characters could cross the screen in a second).
I've got great hopes for KOF XV and I think SNK does too (it should release just in time for next-gen).
Incidentally, I got this in the Steam Christmas sale - we just played half an hour of it and it's fantastic! Great fun, some cool throwbacks to the 16-bit era, and whilst I can't comment on the depth of the fighting (as I haven't played enough yet) I can certainly say that it feels responsive and controls very well.
In fact, I'd go so far as to say that among the "throwback indie scrolling fighters" I've played, this is probably the best.

To me the soundtrack was something very special, especially later on, I do wish there was a few more moves but the team making the game have kept up with updates
