Game with a police hoverbike?

Can anyone name this? It's a 90s/maybe late 80s sprite-scaler style game, a bit like Space Harrier, where you're on a police hoverbike.

It would have made for a great Saturn game. So many super scaler games never made it to the Saturn. They could have simply release a super scaler series and added a few extras like they did with the Sega Ages games in Japan.
