It's the way the tracking works. They're tracked by infra-red cameras, so the hoops contain a string of infra-red LEDs. I don't know exactly how the tracking works (I assume the LEDs flash/dim at different frequencies) but by having a circular shape of LEDs tracked, they can calculate the position/distance of the controller in 3D space relative to the camera, and you have multiple cameras to give a bigger tracking area and increase accuracy where they overlap.
In effect, has to be a hoop, because otherwise it would be easier to cover up when you're moving your arms around.
In effect, the tracking on these cameras works the same way that the PSMove did, just with infra-red, with more light sources, and at a faster rate. It's a better implementation of the same idea.

I don't know if the plastic loops have something to do with tracking or grip or what, they're definitely common place though now. Given this is wired and from the looks of that controller (and if we can still trust that this is a 2022 product at the earliest) then it looks like Sony will end up delivering something akin to a wired Quest in which case £299.99?
