you select the amiibo option in the nook miles machine in resident services and scan a amiibo to call that villager to the campsite. They will then ask you to craft them something if it's a recipe you don't have they will give you the diy to allow you to make it. You then have to do it 2 more times and with each time you call them you will be asked to craft an item, on the 3rd time after giving them the item they will agree to move into your town. So with 406 amiibo cards it's possible to get enough recipes well from the non sp character cards at least.
