Imagine if someone stole all your furniture and you managed to track down who it was and then report them to the animal crossing police (the AC mods) and they were publicly hanged in the town square!

It'll be easy enough for people to keep stuff in AC, it should work just like it did in Ultima online, where the owner could lock down the items to the ground which effectivly made them part of the background
