It's the PC version in this case which has been altered, but yes, console games can been modded too.

I scared the crap out of my mate one game by making the pistol fire 100 rounds in one, I just kept telling him I was getting headshots.

We managed to get the beam gun from half-life working in Halo, which was cool. The blue plasma one.
