Hisao Oguchi is if i remember correctly the new President of Sega and ex head honcho of the Sega division Hitmaker.

As regards the picture i'm as in the dark as you are.

Edit - But if you look closely that picture appears to be made from 'Sega' images...i'm sure i can see some VF characters in there...cool as ****.
