Different games for different region question

Hi,
I would like to know why Nintendo decided to release some Virtual Console games in a region (like Europe "PAL") but not in America "NTSC". For example:
PAL users have Donkey Kong Country, NTSC users doesn't have Donkey Kong Country but they have A Link To The Past. I would like to know what is the strategy behind this !? It seems that every games I want are only available in Europe and I live in Canada. Can someone explain why some games just don't appear here ?

Might have something to do with the popularity of certain games when originally released on their native console. Saying that, Zelda's universally popular, so I don't know. I'd imagine it would be easier and cheaper for Nintendo to have one VC shop where everyone, regardless of where they live, could purchase from.
