It's the certificate that's used for authentication I believe. Haven't bought this yet, mainly because I don't have any music on my PSP memory cards yet. Might buy another 4GB at some point for it.

Your account is the same whether you log in on your PC or PS3 so you can pay in one and download in the other.
I just downloaded Kula World via my PC and I already have it on my PS3, it's good to see that they let you have more than one copy of the game. It's nice that you can transfer your saves from the PS3 to PSP too.
There are some obvious restrictions with the downloads, you can't download the PS3 games on the PC and you can't download the PC Store exclusives like Beats on the PS3.
I imagine anything that is on the PC version is going to end up on the PS3 version anyway but they probably want to get people using the PC version too.

Try setting up an account, you're not going to lose anything if it doesn't work as it's free.
You'll need to set up different accounts for different countries, you'll have no problems with the UK one but it seems to be getting harder to make payments without a credit card from that country.
Have a look here for instructions if you are struggling setting up overseas accounts. Bear in mind they were done for setting one up on the PS3 but it should be easy enough to work out the differences.
