The Famitsu article confirms that players all over the world can compete against each other to get highscores. The picture shows a rank by prefecture (Aomori in particular) so quite detailed rankings seems plausible.
The story is the usual about the Human race being brought to the brink of extinction and then fighting back, then finding themselves threatened again.
