That's a very fair review. I'm playing it now and enjoying it immensely, especially in co-op mode. It's often very rough and seems like the uglier cousin to GTA, but it has a certain raw appeal. As the review mentions, the side-missions are varied and often very imaginative.

VP and I have had a great time roaring around the streets in a motor, evading the law and rival gangs.

Love the review (and the banner!) but I don't think that anything from Elizabeth Duke should, or even could, be recommended!

I feel almost bad for selling my copy without even opening the shrink wrap now! (I didn't have time to play it properly at the time).
