Been in beta to US since last year does seem as if MS are really pushing spending incentives, maybe because they work. Spend 2400 get 800 back etc.

This is (in my ignorance) what I thought gamerpoints were so many years ago.. 1000G a game and then use those g's to buy stuff...

I signed up to it last night - apparently it's still creating my account - but my subscription expires in the next month and I 'should' get 200 points for the renewal.. Which isn't huge but I'm not going to argue.
