Capcom has teased at a Frank West starring Spike TV Awards reveal

A report suggests that Rick will be the main character and the game will be set in the town of Los Perdidos where a bomb is set to explode. Character concept art has been linked

I saw that and was surprised. They sad that off the Record was a direct response to fans wanting more Frank rather than a new character. I would have thought this would be a Frank game.

Looking forward to seeing it though, big DR fan.
