You should check out Perturbator. He is on the Hotline Miami soundtrack and his album We Are the Night (I think it's called) is completely dystopian cyber future.

Maybe not exactly what you're looking for but I love this tune and post it every chance I get. An arranged version would be cool, but the SFC/SNES sound chip works wonderfully here.
