Playism announced that the 14th installment of Touhou, Double Dealing Character will receive the first official English translation of the series. There's no date yet, or if the game will only be distributed through Playism's own store.

Main Touhou games (the vertical bullet hells) are done by one man, nicknamed ZUN. I don't know about his (previous) leaning toward localisation, but I recall him being very cautios about releasing rights or even "officially" acknowledging big-budget Touhou-related things, like anime. There have been several fan-made Touhou anime episodes (or better, OAVs), but ZUN always took distance from them.

I don't believe ZUN is anti Westerner at all, considering he has attended American conventions in the past. You might be thinking about his ruling against Touhou porn, as that is the only real rule of his.
However, Touhou used to be the most popular series represented at Comiket some years ago so this flies in the face of his rulings.
