The characters are ridiculously pumped up, SF4 was guilty of that too slightly and in a cartoony way but SF5 is just mental. Perhaps I'm not remembering correctly but they were much better proportioned in the 3rd Strike / Alpha 3 era, no?
I will say R. Mika looks like a much more competitive/usable fighter now though, that's good news.

I never noticed her hands are so huge before. They're huge. Maybe it's to keep those wrist spike things in place?
Also, Mickey Mouse's hands are smaller than his head. And, considering he's a cute mouse cartoon, larger hands and feet would make him more endearing. Chun Li's hands are even bigger than her head and she's not designed to be endearing in the same way Mickey Mouse is. One look at her outfits reveals that much.

I don't quite get your problem. You like it, some of us don't, and we think proportion is the issue.
Perhaps I misunderstood, but there were a couple of posts there that seemed to suggest the proportions were somehow erroneous.
R. Mika looks ridiculous btw. As someone said on another forum, she looks as though someone has pumped her up like a tyre.

But surely that's no more ridiculous than Ryu, Bison or Nash looking as muscular as they do?
If we're going to point fingers at the appearance of SF characters, let's remember Cammy wears a leotard for battle as standard; and Chun-Li's chest has been pumped up to DOA standards.
This is the norm in Street Fighter after all.It wouldn't be this franchise otherwise!
