It's finally time.
Nintendo have officially announced that they will be closing the 3DS eShop in late March 2023.
Credit cards can no longer be used to add funds as of 23rd May 2022 and Nintendo eShop card funds can no longer be added to 3DS eShop accounts as of 29th August 2022. However, download codes can still be redeemed until late March 2023.
Only online play, software updates and redownloads will still be possible after March 2023.

New 3DS system update removes the ability to add payment directly to 3DS eShop accounts.
However, payment can still be added between now and end of March next year if your Nintendo Network account is linked to your eShop accounts.
