That is basically a lot of the enhancements the Series X was getting. So it is enhancing the backward compatibility its just using the One S version as it's base.
So saying it won't apply them at all is not really correct.
To be fair even now the One X enhancements really just up the resolution and improve frame rates where there was dynamic scaling in place. From the sounds of it this is still going to make older games look and run considerably better.
I think we're going to need to see just what the Series S can do here even taking its starting point from the One S. I dare say it's not going to look bad at all.

MS has ruled out the Xbox One X B/C enhancements as well but it seems they've at least confirmed they will be working on Series S specific backwards compatibility enhancements so in the end it probably will make minimal difference given how well MS usually does this kind of stuff so def not something worth worrying about.

So Apple have changed their policy and xCloud (and other streaming services) can work on iOS.
The download requirement is stupid but still it opens up a huge untapped market for Microsoft, Google etc...
