All games of this type are total ****ing cringe, and even though I stay away from them as much as humanly possible I can't wait for the day that they're no longer being developed.
Some of the comments on that article are gold.
This entire "festival" thing is utter bollocks and just a pretext for a host of massive bellends to spam you 24/7 with their "street" bollocks and eclectic assortment of tattoos, piercings and absurdly bad taste in leisureware.

The thing is, it’s totally possible to create driving game with a cool story and characters. Yet it seems completely out of the reach of anyone making these games, which is a shame. The biggest problem I have with the characters in Horizon and the similarly cringemaking Riders Republic is that they’re not only embarrassing and lame, but boring. There’s never any interesting conflict or drama, it’s all just “Hey dudes let’s have this totally radical race”. At that point, why bother - just give me a menu instead.
One driving game that does have a proper story is Racing Lagoon. It’s actually pretty cool, too.

Is it the kind of thing they want to make or just what they think players want them to make?
'Sure driving games have had characters in... But they've NEVER had a street kid with a cat tattoo on his hand... YYYOOOOOO!!!!'

I think the thing is with these massive projects - and I speak from a position of total ignorance here, so I'm more than happy to be corrected - is that these kinds of creative decisions are probably locked at a pretty early stage by a relatively small group of people who are, as much as they're trying their best to make the best game possible, also trying to meet the requirements of multiple senior executives.
That results in these kind of anodyne mega AAA/AAAA games where they need to appeal to the broadest possible range of people so they end up going with what feels like a safe or inoffensive approach. And the dudebro stuff is part of that.
When I look at something like this, it doesn't feel like someone's passion project. It looks like something that's been designed to fit a market opportunity in the most expedient way possible. That doesn't mean the development team won't work hard on it - I've no doubt they'll sweat blood to craft the intricate environment and tens of hours of gameplay it will need. But it's not really something where I feel like I'm dumping on some kind of unique creative vision by pre-judging it. I'm sure there will be a ton of people working on this game and other games, like Forza Horizon and Riders Republic, who cringe at the characters and dialogue just as much as we do. But it's well out of their hands and was locked six months before they were even drafted in to start work on it.
Could be wrong of course, and just my opinion.

Hopefully another huge failure ubisoft, you would think after that recent bomb of whatever the extreme sports game was called with all the festival wank in it, they would shy way from more of the same but with cars... i do wonder if they dare bring back the boats and planes of 2, man what a stinker of game that was from the demo/beta access they put out, at least crew1 nailed driving fast coast to coast on a shrunken America.
