It seems that 'Lot Check' is a basic functionality QA, essential to get your game published, and 'Mario Club' is a deluxe consultancy QA service.
They were originally one and the same, but Nintendo split them, presumably to speed up publishing and lower costs.
If Nintendo see fit to use review scores internally, I'd say that represents a reasonable argument for review scores in general
