RSC2 Question - 29 minutes guaranteed ?

In RSC2, on the PP Celica's spoiler is the advertising slogan;

"29 minutes .... guaranteed"

Anyone know who's slogan this is ? sounds like a 0898 line gone wrong ? or is it the Celica's time for the Pike Peaks track ?

Please enlighten me.
