Is this possible and force the machine into 60 hertz like you can do with the Megadrive and does anyone know anyone who could do it? There's a modded jap snes in the trades, but I don;t have 300 quid lying around.

Yes involves a soldering iron with a fine bit, a scalpel, a resistor and some wire. It's harder to do then the Megadrive as you need to take a pin of one of PLCC off the board and solder it to the another part of the board.
Although some PAL games won't boot in 60Hz... -
