I was wondering if anyone could tell me a good website where i could purchase a cheap radeon 9800 pro with 256mb of ram, hopefully a good us or canadian website that can ship internationally.

You can pick up a PowerColor 256MB 9800XT for ?165 from Overclockers (GX-014-PC). That isn't bad considering most 256MB 9800Pros still generally seem to be selling for ?150 or over. I tried a few UK shop comparison sites for you, but the prices were ridiculous for the most part.
