VGCA - Are multiple items charged customs duty??

Sorry to start a new thread but I really need a quick answer to my question!? And I get the feeling my post in another thread is going to be overlooked.

I want to order 2 GBA title from VGCA. Would I get charged duty if I ordered both titles together, therefore saving on p&p but pushing the cost above 18 quid. Or should I order seperately doubling the cost but getting away with not paying customs?

Basically do VGCA mark multiple orders as still $20??

Yes I've ordered more than one game loads of times, including occasions where 3 or 4 parcels have turned up each with a couple of games in-all parcels marked as a gift and down to $20 (CDN), no tax whatsoever.
