There's no room in it for a hard drive, no. So anyone wanting to play the, ooh, one game (I'm not aware of anything other than FFXI, anyway) that uses it will need to either buy the PC version or get their PS2 sooner rather than later.

Otherwise, the main use for it is HDLoader, and I can hardly believe that Sony would approve of such a thing.

The price will be whatever the current PS2 price is. (should be ?99)
