XBOX Modding/PC Hook up question

I'll assume this is still a valid and askable question, if not, please close.

I was sitting reading mvc at work today, and was reading the regular ELSPA anti-piracy spiel, when i came across a paragragh that made me curious.

Basically they said a guy who had been arrested for pirating games, had been circumventing the region lock out on his Xbox by connecting it to his PC, and it was the first time they had seen such being done.

So my question is this, what method is this exactly, and how is it done? (Halo in 60hz might be a more enjoyable experience then)

I'm sure it's got to be modded in some way or other (chip or soft mod) to be able to connect to a PC.

Well thats what i thought, but according to this article, not
