Just about any TV manufactured during the last 15 years or so handles 60 Hz. Back home in France I have a no-name 15" TV which I paid less than 150? and it does it just fine. Chances are so does your Toshiba.

(just make sure you use a RGB cable)

Debenhams have the Sony KV-CT1U for ?198
It's got RGB so as long as your consoles do RGB then you should be fine. I think it does ntsc properly as well, but I haven't tried (just using RGB).

I'd be shocked if any TV from a Japanese manufacturer didn't support both RGB and NTSC. So I don't think you'll have to be too careful.

When I was making sure I could get a TV that supported S-Video input signal over SCART I took my GameCube with me and tested it. If you really want to be sure, try it out before you buy.
