i heard other people say it is recommended to charge before first use (fully) before you try it, other wise it will affect the battery life or something

Letting it run down off its first half-charge shouldn't do any damage. From NOA:

The Nintendo DS's power light will change from green to red when the battery life is around 30%.

According to this article, you want to recharge before it's run down to prevent unnecessary damage; I think the DS will protect the battery from this anyway. There's no 'memory' effect that you could be causing by using it before it's fully charged. The only concern is oxidation or chemical decomposition which are inevitable and only somewhat postponable. So recharging at about 30% is ideal, and you don't have to fully charge it before use.

Lithium Ion batteries unlike Nickel Cadium or Nickel Metal Hydroxide batteries work best if you charge the battery before the battery runs down (where Nicads and Nimhs work best if you discharge them fully before charging), in fact you will extend the life of the battery if you do so. Although it is best to do one full discharge every month if you play it every day. As for new batteries, technically they would have been charged and discharged a few times to test the battery before they go out so don't worry.

On the subject of charging the DS...

I'm using the very same plug that came with my Gameboy Advance, without a convertor or anything since i purchased it, is it advisable to stop doing so and get a stepdown?
