Writing PS2 games?

How do you go about doing this?

I assume you download the file from somewhere, but then do you just write it to a DVD disc, and stick it in the chipped PS2?

I ask because I'm trying to download a game, and to be honest I'm not all that sure how you need to write it, and if it'll even work properly.
