Doesnt it hurt how much good software must be sitting in dev houses, never to be released to the general public?

I think once a console is in its dying days they should release the dev kits to the public.

I think dev kits should be easier to obtain, or free in some capacity. Just look at home many great inventive Flash games are knocking around on the internet. They would be great on any console, even for just a few minutes... Of course, then people may buy less official, expensive software
