The reason y u can`t go up the stairs is cos u must locate the hidden child in the cupboard under the stairs first.

When u have done this,simply take the child 2 the bottom of the stairs the bottom where Jacko will automatically take his hand and lead up 2 his bedroom..... allegedly. 8)
