Yes but they will drop frames, I ran NTSC games both Ps1 and Ps2 on my old chipped PAL PS2 (before it broke!!) and they try and run at 60hz but youll noptice a lot more slowdown and framdrops, I can CONFIRM this becuase i set up my US Ps2 and before it busted myChipped Pal console next to each other and ran 2 copies of US Max Payne, Tony Hawks 3 & Devil May Cry. So if you want the best spped poss. go for a chipped Us/Jp machine.

It depends what the mod is, some mods will force frame rate conversion (which shows up as judder and looks really bad) where as some won't, they will just play the game at the native rate.
