Does the game let you have a 2nd player's save file on the same memory card?

don't think so, sure the game auto loads the save from the card.

I don't think you can even enter different names after a time trial on Arcade mode

No not as far as i'm aware, it does not even let you pull out the mem card 1 and put in another one in slot one to re save your data to a different mem card. I think they did this to stop people cheating or something.
