Can I use a PAL plug in an American SNES, like with the GC? Or do I need to get an American plug as well?

Nope. The PSU input holes and plugs (technical words!) are different sizes, so it won't physically fit into the machine.
Voltage wise, though, it's ok. Maplins sell adaptors, but I just got a selectable voltage PSU that's got a load of different input plugs you can change over. Think it was about a tenner...
