i saw somewhere (think it was on teletext) that somebody recommended asia imports over japanese he mentioned something about them coming with english instructions is it true?

From my experience that's certainly the case with Xbox stuff. Most games come with a full English manual.
With PS2 games you sometimes get a card giving a basic summary of the controls etc. in English, but usually the full instruction manual is in Mandarin (I think!).
The other benefit is that Asia imports can be quite a bit cheaper but they do tend to be less desirable to 'serious' collectors.
