this may seem really odd but i know tfts have a native resolution an anything else can look odd. Zsnes likes runing in 640x480 full screen on my crt as it's the only setting in which scanlines look right. Would this still be ok in a 17inch tft screen? All other scan line setting just look poo with uneven spacing t different resolutions. Maybe i am just a bit weird?

LCDs are only good at their native resolutions or multiples thereof.
A 17" normally likes 1280x1024, you want 640x480. That's a scaling factor of 2x2.133 (recurring 3).
I have the same problem though, just need to get meself a S-Video cable so I can play Yoshi on the telly...
EDIT: It'd be cool if you could add borders to either side, 32 pixels between them, then things would/should look better.

I guess it would be reasonable depending on the quality of your graphics card and the lead used. I've tried using the composite out on mine and the quality is terrible, avoid that route.
Getting a TFT that uses a DVI connection solves some scaling issues. You can chose to display the image centered 1:1 in pixels and pad the remaining space out with a black border, or to scale but still keep the aspect ratio intact (so 4:3 would scale and have small black borders at the top and bottom since the TFT is 5:4 (1280x1024).)
In your case I would double the resolution from 640x480 to 1280x960 and display without scaling with the tiny black borders at the top and bottom. Should look good and remain pin sharp.
