Nope, but there used to be websites that had this service for other websites, altho I haven't seen them for a while.

Easiest way to keep updated on things these days is RSS- do the sites you want to monitor have feeds?

no RSS feeds, sure it's possible, someone showed me a way years ago and never tested it and can't remember how to do it something in Internet Options (IE) ?

Ah... you might mean refreshing pages in your favourites, which i think IE can do but have never even looked into. Basically, i think it's a throwback to dial-up days when people used to work offline and stuff.

When a site is your favourite, go to organise favourites, then when you highlight a link, a 'make available offline' is available. Then you can click properties to set the update schedule. On the Download tab there is a 'When this page changes, send email to' option
