I also vaguley remember something about a animated movie based game

There's a preview for that game on the japanese PSX Street Fighter Zero game. It's just a movie though, but it looks like the fighting engine is based of the Super Turbo engine - there's a bit of footage showing Ryu fighting some generic clone/warrior type-thing.
